In some instances, the household is forced to make painful decisions regarding which bills to pay and which necessities to survive without. The Low Income Home Energy Assistance Program (LIHEAP) is designed to help eligible low-income households pay for winter energy services.

Eligibility
|
|
You may be eligible to receive assistance under the Low Income Home Energy Assistance Program (LIHEAP) if your household's combined income for the 30 days prior to application is at or below the following levels shown on the chart below. If you rent, and your heat and/or electric is included in the rent, then your rent must be greater than 30% of your income in order to be eligible to receive benefits.

Good Samaritan Energy Trust Fund
|
|
The Good Samaritan Energy Trust Fund, which was established by law in 2003, allows for Illinois residents to voluntarily contribute money to help pay for emergency heating bills. Contributions will go directly to low-income residents of the county from which funds were donated and are tax deductible.

Policy Advisory Council
|
|
In accordance with the Illinois Energy Assistance Act and regulations of the U.S. Department of Energy, a broadly representative Policy Advisory Council provides advice and programmatic guidance for the Low Income Home Energy Assistance and Weatherization Assistance Programs. This council serves as a sounding board for policy development and has been instrumental in the design of innovative assistance efforts and creative technologies for those programs.
