Short Description

Launching January 31st, 2010, the contractor portion of the promotion will be point-of-sale rebates for qualified furnaces, boilers, air source heat pumps, and central air conditioners. See the list of qualifying nameplate efficiency of the products and rebate amount below. Note that these specifications exceed ENERGY STAR efficiency requirements and meet or exceed federal tax credits requirements. This program phase will continue until the allotted funds are expended, at which time the program administrator will shut down the program.

Eligibility Rules
To participate in the program the contractor must abide by the rules of the program and be listed on one of the three residential HVAC utility contractor lists in Illinois (see below).   The program will be run through these networks.  If a contractor is already a member of one of these, no further action is needed and they may begin offering the above rebates to their customers Jan 31, 2010.  Further details on how to participate will be sent by the utility program administrators.

Program Rules and Regulations
The following is a partial list of program rules.  Please note that the complete list will be communicated prior to January 31 to participating contractors through the three contractor networks.  Failure to comply may result in non-fulfillment of rebate or removal from the contractor lists.


• The state’s rebates are to be administered to consumers as an instant buy down listed on the costumer invoice on the installed cost of the qualifying HVAC equipment.  This dollar amount discount must be written on customer invoice and reflected in the final cost to the consumer and must have a line item description stating “State of Illinois Recovery Act Rebate”.

• Efficiency specifications for heat pumps and air conditioners are for INSTALLED EFFICIENCY. AHRI # must be supplied to validate installed efficiency level.

• Efficiency specifications for furnaces and boilers are for NAMEPLATE EFFICIENCY. AHRI # is not required.

• Each submitted rebate application must include a copy of customer invoice consistent with the existing utility program requirements that shows: customer name, address, installation date, installed cost, rebate buy-down list on invoice and make/model of equipment installed (including efficiency). Additional information may be required for utility rebates.

• Contractors will be reimbursed for these rebates through their utility contractor network, similar to the process undergone for utility rebates. 

• Only one rebate per product category, per household is allowable.  For example, a customer may receive a rebate on a qualifying central air conditioner as well as a qualifying furnace, but would not be eligible for two furnace rebates.

• Only Illinois residents are eligible for these rebates.  Contractor must provide address of place of install.

• Only new installed HVAC equipment for personal use by an Illinois consumer, for use at the consumer’s Illinois residence (single family, condo, townhome, etc) is eligible for this rebate.  This program is not applicable to multi-family building owners or management companies.  Each customer should have their own distinct electric/gas meter/bill.

• No rebate will be offered to customers who are representing a company or using corporate funding to purchase appliances.  Equipment installed at a place of business will not qualify.

• Only residential-scale equipment will qualify.  Only installations in Illinois will qualify. Installations in commercial space will not be applicable.

• Rebates will not be retro-active; they will be available only during the periods announced.

• This rebate program is meant to complement utility’s existing rebate programs; contractors are encouraged to offer their customers all applicable rebates.

• The program and the utility administrator reserve the right to verify installations and are planning a number of post-installation verifications.
